hi.
when i'm using cb registration form and when the user create username start with uppercase english character then in the "joomdle admin Users" menu 2 user created one of that is minus id such as -240 and other one is correct id but with no joomla account and create in the moodle side .
look at the picture:
for example i create username with name Foroogh74 and then create 2 user with foroogh74 and Foroogh74 with each setting you can see.

Hi.
You should use the Joomdle User Check plugin to prevent users from using uppercase usernames, as they are not allowed in Moodle.

if i continue with these conditions, Will there be a problem for me?
my user can login with state of uppercase or lowercase in joomla.
for some reason i don't want use user check plugin.

It is recommended to use the plugin, as Moodle does not support uppercase usernames.
That said, you are free to use any configuration you may see more fitting. I think most things will work just fine even if you have it showing weird on users list. However, I cannot be sue, as I have not really tested.
